How to put this into practice? Follow farms..

The Farmworkers Union (then TGWU, now Unite) worked with the National Farmers Union (NFU), and two Sector Skills Councils (LANTRA + ENTO), under the auspices of the Health and Safety Executive and produced a "Strategic Agreement". This agreement outlined the H&S skills required at levels 2, 3 & 4 for agriculture and horticulture and followed discussion about how National Occupational Standards (NOSs) could be adapted for small workplaces, particularly farms and nurseries.

In 2005, this strategic agreement was developed into the Learning Framework by 2 Awarding Bodies (LANTRA Awards and NPTC) working together with the QCA. Full H&S Suite approved by QCA. at for Agriculture and Horticulture at levels 2 (all workers), 3 (supervisors, union reps) & 4 (farm managers) 

Two Awarding Bodies - LANTRA Awards (First Instructor Course) and NPTC are now offering the vocationally related qualifications in health an safety for agriculture and horticulture.

The Quality and Curriculum Authority (QCA) approved the VRQs Health and Safety in Agricutlure and Horticulture (levels 2 & 3) Land Based Sector Awarding Bodies, LANTRA and NPTC.
