EAL (EMTA Awards Ltd) offer a level 3 qual, and can "certificate" each of the units separately, e.g one unit is "carrying out an assessment of risks"

Royal Institute of Public Health Advanced Diploma in Health and Safety in the Workplace CIEH Advanced Certificate in Health and Safety in the Workplace

Risk Assessment Principles and Practice level 3 CIEH

OCNW Level 3 Supervising Hs&Welfare in the Workplace

BSC level 1 Certificate in Health & Safety @ Work

BSC (British Safety Council) Awards have other qualifications for level 2 Certificate in Risk Assessment and 3 Certificate in Occupational H&S (and a level 6!).
